Can a US citizen file for the immigrant visa for inlaws

I'm married to a US citizen. I'll be getting my citizenship in approximately two years. Once I get my citizenship I'll file the necessary papers to bring my mom here.

I was wondering if it is possible for my wife , who is a US citizen, to petition for family based green card for her mother in law?

Or is it that only I can petition for my mother and my wife can't petition for her mother in law?
