If the employer organization sends a notice to the Department of Labor saying that their employee on an H-1 B visa has ceased working with them, can the person continue applying for an H1-B job transfer with other companies even after the date of filing the notice?

Can a PERM sponsorship take the place of an H-1 B transfer filing?
