Can a parent apply for an I-130?

One of my parents has an error in their birth certificate's name. However, has passports with the correct name.

Would it be a problem to apply for the I-130 or I-485 if the name at the birth certificate is wrong for one letter?

Could it be needed additional documentation? or with the passports showing the correct name is enough?

Consult the state department's reciprocity table for the particular country for the expected evidence. USCIS uses the same source.

Wild guess, they are from India?

They should be able to get a corrected birth certificate issued by the relevant authorities, if the birth certificate is actually the thing with the error.
