Can a parent and an unmarried child under 21 each submit A SEPARATE ENTRY?

A actually have 2 questions:
1. I was looking online but did not find an answer.
This is the case:
Both parents are going to submit separate entries and include the child on their applications.
May the child also submit his own application if he is under 21 and not married?

2. This is another case. May a child that will graduate from High school in June 2009 submit his own dv-2010 application?

2. Yes. In case he or she wins, the child needs to wait with sending DSP-122 and DS-230 until high school diploma is in the child's posession.
