Can a H1B holder work for 2 employers

I am on H1b-first employer filed LC and I-140,is it possible to work part time for second employer . Is there any legal implications for doing this?

No you cannot ... H-1B is belongs to the sponsorer only.

You can get a second H-1B from the second employer and work part-time. Most likely the second H-1B will be cap-exempt (that depends on the type of the first employer).
