Can a friend fill an I-134 for you or only family?

This is for a DV Visa. Can a friend of mine vouch for me or can this only be done by one member of a family for another?

I have the Citizen/LPR right. My question is whether the person who fills the form has to be a member of my family. (I.e. can a friend fill it/vouch for me?)

It doesn't matter if it is a family member, friend or someone totally differnt.

We did not need a sponsor.

Yeah, he mentioned consul requested Affidavit of support from him.
I wonder why some countries no need of Affidavit.
