Can a citizen petition his out-of status parents?

I have been trying to help a US citizen friend of mine who just recently got that blessed citizenship certificate.
The problem is that his parents have been living with him for 3-4 years now.They both came on tourist visas and have been out of status all this time.

I am reading online that he will still be able to get their status adjusted to a PR, despite them being illegal in the country because they are immediate family.

Is this true?

i heard they need to pay some extra fee , arround grand each .and i do know two famalies who got PR been illigal , after sons got citithenship.

Parents of citizens pay no special fee, as long as they entered the country lawfully. They are considered to be immediate relatives and as such are not subject to the normal adjustment bars of sections 245(a) and 245(c).
