Can a 19-year old US citizen child serving in the military petition parents?

Hi, my friend asked me to find out if his 19-year old US citizen son who is serving in the military petition him and his wife to become US permanent residents? I told him that I thought the US citizen child has to be at least 21 years old. He said a friend told him that his son can already petition him because the son is serving the military in a permanent status.

Is this true? If so, what forms does he need to fill out? Also, are they subject to the same household income requirement? Thank you.
