no time is good to call...but if it's urgent..start dialling non-stop...hit the redial button continuously

INS says that the photographs were damaged.

Perhaps chapter11 meant 11/04/02 (November 4th) but wrote it down as 04/11/02 thereby conveying April 11th as his EAD RD. Of course, knowing how INS works, I wouldn't be surprised if indeed he meant April 11th.
