My lawyer received an assesment notice from SESA this week saying Ad and wage is not proper. Can SESA refuse RIR's? Or is it the DOL which does that?

I've received a similar reply (reg. pay) from MA SESA ..

Does MA SESA have the right to reject my RIR or LC application?
