C-1 adjustment of status

Does anyone here know whether a person who entered the US on a C1 transit visa (he is not a crewmember, but just on his way to another country) can adjust status after marrying a USC? Some websites say you CANT, and some says you CAN.

He entered with a C1 visa and he was given an I-94 (the white paper)....but he was not a crewman but still enroute to another country.
 
C1s cannot AOS even if they are an immediate relative of a US citizenship. C1's are only allowed 29 days to transit through the US and his i-94 is valid for that period. If he has not been here for longer than 180 days overstay he should leave and do CP, otherwise just lay low and hope the laws change or go home and try for a waiver.
