Business in usa while on reentry permit

If someons is staying in India on reentry permit for 2 years. Already got physical green card.

Is he elligible to open a company in usa ? or start a busines in usa ?

I do not see a problem.
I woyuld even say it's the opposite : creating a business in the US definitely shows your interests/ties .

You don't even need a Green Card for that, so yes.

you do not need to be a permanent resident to open a business in india..i know lot of h1b guys who have business here...
