WASHINGTON (AFP) - President George W. Bush (news - web sites) is mulling an election year shake-up of US immigration laws, in a move that may enable immigrants to enter the country legally if they have a job on offer, it was reported.




Congress would need to give a green light to any initiative that reforms US immigration controls. The shift would likely be viewed as a victory for Mexican President Vicente Fox (news - web sites), who has lobbied hard for such change.


"Lobbyists working with the White House said Bush is developing a plan that would allow immigrants to cross the border legally if jobs are waiting for them," The Washington Post reported.


The paper said "the administration also wants to provide a way for some undocumented workers in the United States to move toward legal status."


"As the president said, we're still in the process of working this issue through so that we can make a recommendation to the Congress, but we have not made any new announcements," White House spokesman Jim Morrell told AFP.


An estimated eight million undocumented people live in the United States illegally. It is estimated half of them are Mexicans.


Bush's bid to reform the country's immigration policy was hampered by the September, 11, 2001 terrorist attacks on New York and Washington, but the paper said the president is now into the final stages of issuing proposals as the 2004 election looms.


US Hispanics are now the country's largest minority group, and the changes could help win key support at the polls in what analysts expect could be a very close White House race.


"This is a huge step toward reforming our current, ineffective immigration policy," said Republican representative Jeff Flake in a statement Wednesday.


"President Bush brings a rational and realistic vision of reform to this debate," the Arizona representative said.


Flake is one of the authors of a draft law which could incorporate some of Bush's reforms.


The president told reporters last week in his last press conference of 2003 that he was preparing to send Congress recommendations for an "immigration policy that helps match any willing employer with any willing employee."


However, Bush clarified he is "firmly against blanket amnesty," or a mass legalization program.


The daily said Bush will unveil his immigration reforms in the second week of January, shortly before traveling to Monterrey, Mexico, for a two-day summit of leaders from throughout the Americas.


Asked if Bush will make an announcement before departing for Monterrey, Morrell replied: "I wouldn't speculate one way or the other."


The Bush initiative is based, in part, upon a bill introduced by Senator John McCain, an Arizona lawmaker.


McCain wants to establish a a new type of visa for previously undocumented workers who would be permitted to live in the United States legally for three years.


"It would create a Web-based job registry, to be run by the Labor Department (news - web sites). Employers would post job opportunities that would be available first to US workers and then to prospective immigrants, who would be allowed to come under a new visa for temporary workers," the daily said.

The reform could represent the most ambitious shake-up of US immigration laws since Ronald Reagan (news - web sites) signed a 1986 bill that offered legal status to millions of illegal immigrants who came to the United States before 1982.

very true....we entered legally....are well educated.....who cares about us........we do not form the swing voters in florida and other states.........this being an election year, he needs the hispanics........
