brother's I-94 only for 1 month. please help

my brother has 10 years multiple entry visa. last week he came to san francisco for the 1st time. he was questioned for 7 hours by immigration officers and at the end gave only 1 month I-94.

they also wrote No AOS/EOS/COS on I-94

please help. is there any option to extend his stay. he had no intentions to stay here or over stay.

can we meet immigration office and request to renew I-94 or extend his stay?

please help
 
With a restricted I-94 after 7 hours of questioning, I would advise him to depart the US prior to the expiry of his I-94, without any attempts to submit an EOS.

NO EOS = No Extension of Stay.

If you try, it will be denied and visa will be cancelled.
