Brother got green card before 10 days. can he apply for my permanent visa ? or for my parents ? how long does the procedure takes ?

If this is a marriage based green card it will be three years of marriage before he can file for citizenship, if not he will have to wait 5 years. As a citizen he can apply for his siblings but you are looking at 10 years or more.
