Born in India

I was born in India, but I am a citizen of Tanzania. My father was born in India, but he is Tanzanian too. My mother is British citizen, but born in Tanzania.

Nativity for DV Lottery is defined by the country of birth. Hence, I am not eligible since my nativity is Indian. However, can I claim country of birth of my mother?

The qualification is not based on citizenship nor nationality but where one is born. Since your mother was born in Tanzania and you have document to prove, then you can claim eligibility based on the country where your mother was born (in this case Tanzania).

It is not as simple.

In your case , if you want to claim Mom's nativity, you need DOCUMENT proof on what she was 'doing' in India at the time of your birth.
That 'work' has to be TEMPORARY in nature.
Most easily acceptable are....was a student with temp. visa, just visiting with a temp. visa, native govt.'s embassy worker or working temp. for a company who has HQ in native land. etc.

PS: Since your Dad is a native of India, you may have a hard time to prove their 'temp' nature of stay in India at the time of your birth there. But above are general rules.

Also they MAY ask for proof of the parents STRONG TIES to the native land at the time of your birth while temp. in the in-eligible country (Land/house deeds, bank a/c s, tax forms etc)
If you have those in hand, then it is much easy proof.

For an ex.; A UK native CAN NOT claim his/her Nigerian parents' nativity if the parents were UK PRs at the time of child's birth.

Yes you can claim through your parents country of birth. Make sure Tanzanian is in eligibility list.
 
Select Tanzania, as your country of eligibility, since your father and yourself were born in India, but you hold Tanzanian citizenship and your mother was born there.

No other option of the countries you/your family has ties to that you listed is eligible. Once selected, you can take it from there.

Anyway, because father was born in the same country as the applicant himself (or herself), claiming mother's country is not possible.
Also,
Persons born in that portion of Jammu and Kashmir controlled by Pakistan are chargeable to the foreign state limitation for Pakistan
So, in certain cases the claimant could be charged to Pakistan even if born in India.
