Border crossing thru cruise

Hi.I am having H1 approval,but there is no vias stamping in my passport.I am planning for a cruise to go mexico.Do I need visa to reenter US?.

I need your advice

Unless you are visa-exempt, then yes. Re-entering the US by sea doesn't obviate the need for a visa stamp if you would ordinarily require one. What citizenship do you have?

Thanks For your reply.I am an Indian citizen.

I checked with cruise people they said I need a valid visa to reenter US.

Can't he just use contiguous territory rule and enter without new stamping?
