Blue background photo is problem ? my case number 2017AS000025**

Context is important. While I'd generally agree with your sentiments - I can't remember where the poster was from (or even if we knew) but there are countries where $500 is a lot of money to risk. I know people in the country I come from, earning what is considered acceptable for their skill level, where $500 would represent about a third of their annual wages - before taxes or paying for any essentials like rent or food. And there are other countries where average per person income is less than $1000 a year. So it's not always that easy for someone to just have the "time" to "save up".

If thats the case, there is even more reason for him not to give up the chance to go to the US where he can easily earn at least 20k a year even working minimum wage.

You're missing the context again, though. Cost of living is not the same in USD, that's why wages are so vastly different. There are parts of the US where $20k a year is not a living wage.

I would generally agree nevertheless, again, that for this type of person the US probably is better, at least in terms of opportunities for their kids to build a better life. But tell me, joecool, and be honest, if the cost of the application was half of your annual income before you paying for any living expenses, and you had no savings and no assets because you're barely making a living wage, and there was a not insignificant risk of denial, would you really so flippant about your comments? Knowing that you and your family might become homeless or unable to buy enough food as a result? Do you know that there are instances where whole families go into debt to pay the DV fees for the family member who wins? How would that work out if it is all for nothing? Etc

Wow. I was putting your "suggestion" in the context you missed and continue to miss. Yes, choosing one sentence out of a much longer post the way you did is indeed taking it out of context. Part of being on the forum is helping people understand different things. A lot of people on this forum in particular come from different parts of the world where things vary widely and we explain that in many different ways, ranging from the value of a dollar in different parts of the world to what is socially and legally acceptable in the US vs elsewhere.

And quite frankly if challenging comments on a forum makes one an "internet troll kid", then I guess you must think the Internet is full of them, as I'm pretty darn sure not everyone else rolls over and goes "oh wow look at joecool's wise comments" every time you post an opinion.

Ha-ha...oh the cat fights on this forum just kill me over and over. This is why I always return to the forum. Anyway, Psokka, a friend was extremely worried about having a blue background too (why do people refuse to follow basic instructions, I wonder) and he was about to give up. He is from Cambodia (AS region like you). I asked him to take the risk. He did on August 4, 2016 and was "miraculously" given the visa. He however, says out of the 25 DV applicants interviewed that day, he was among the four that were given the visa. Others were rejected, some on basis of background colours on their specs. So, again, you have to decide whether to take the risk or not. The decision lies with you.

:) what's happening to you? What's your story/burden? And unfortunately you cannot retrieve the initial application. It is with God, Jesus, the Holy Spirit and the angles. So you will have to die and then try to retrieve it, even that won't guarantee a successful retrieval. So let's just talk about the reason you want to retrieve the application. People in the forum are very resourceful
 
Today I am happy that i check my result and i win the lottery but I just check my photo when i register, i use blue background . can anybody tell me that i will disqualify by putting blue background ?
When I read dv2017 instruction it doesnt require all photo has to be white or gray background. thank you expert and everyone for your idea.
So, did you get the visa at the end after going to the interview?
