Found the following from a site.

* Since September 2002, the defunct INS and the current BCIS have placed the highest priority on security issues and adjudication of benefit applications have remained a backburner. As the immigration statistics and the field offices, including Service Centers, processing times reports reflect, the victims who have been suffering most from such priority are the green card (I-485) applicants. Until November 2002, I-485 adjudications had been completely on hold pending IBIS and security clearance policy determination and the call-in special registration of certain nationals of Middle Eastern and Arab countries. Along with the expansion of call-in Special Registration program to increased number of countries, adjudication resources have been exhausted for the so-called NSEERS task. Besides, the defunct INS adopted a new procedure that all the nonimmigrant and immigrant benefit applications will not be adjudicated unless they get the proof of applicant's completion of special registration. Unconfirmed sources indicate that the same policy and procedure are currently in place for I-485 adjudications at the Service Centers and that pending expiration of the on-going call-in special registration for Group IV on April 25, 2003, the practical freeze on I-485 adjudications may continue at the Service Centers.

* Now it appears that wind is shifting to a slightly different direction in that the war in Iraq has been winding down and the terrorism alert has just been lowered one level. Additionally, the call-in special registration will end on April 25, 2003, at least for a while, and Service Centers will have a complete access to the special registration information on all the applicants. There is some indication that the I-485 adjudications may start picking up the speed beginning from next month, May 2003. It indeed has been painful and frustrating six months for the I-485 filers, especially EB-485 filers, and we ask all of these filers to cross their fingers for the upcoming changes!
 
It pretty much bears out SillyMan's point of view. Hopefully things should improve in the next few weeks. We are already seeing some progress on the 01 cases, hopefully we can get done with the veterans soon! :)

Do not be over optimistic. Every time someone stands out to say that EB-485 will pick up, I will strongly doubt it. It will take months, not weeks for the speed to pick up. As we approch year end and Bush is worried about his re-election, we will probaly see a pick-up. Any other reason is unrealistic, unsupported, and illusionary. Although I am within striking distance of the new JIT time, I am not expecting my approval until year end.

I do not mean to be sadistic but I have been looking&hearing and experiencing all these false hopes of 485 speed getting picked up in the next month.

They will have another good reason by May for us to build hopes on:( :(

I dont want to dampen your spirits, but...
there is another group (5?) of countries that is coming up for special registration yet. even if not, there are excuses available, like war, terror or simply power failure (yeah, this is CA);
 
read between the lines

INS/BCIS earlier said that eventually all visitiors and immigrants from all countries will have to register. There is no knowing if they plan to schedule another round shortly. So far only about 25 countries have been covered by these requirements.

Moreover they did extend the deadline a couple of times in the past so who knows how sure they are about April 25th.
 
Even after April 25, there's no guarantee that the immigration services will pick up or improve.

The issue here is funding.
BCIS only gets additional 3 million dollars, while the other two bureaus, border partrol and immigration enforcement, get a total of 500 million dollars!

So clearly, they think that immigration and citizenship are not urgent!
 
I too have gotten tired of hearing "things will pick up in a couple of weeks, or next month or whenever"

This just keeps going on and on and on

For this reason, if you haven't already signed this petition, make sure you do it now. If you know other 485 waiters send the link to them. If you know of other immigration sites with message boards - post the link.

I think we should get this petition sent off to BCIS no later than the end of April, waiting longer than that will not produce much more signatures than what we already have, and I think we need to generate a response from them sooner than later - what do others think?

Anyway, I don't think you will see a miraculous rise as long as Bushie is in power, and the economy is in slump (did I need mention part 2). But you will see improvement.

But inspite of the improvement, backlogs will continue to grow. Improvement won't be enough until the next ... oh I see atleast another 12 months, So if ur filing today ..

Good luck !!! and sign the damn petition already.
 
I don't understand how this petition will be help (though I signed it) ? What do you think that CSC don't know that what is waiting period ? Yes they are very much aware of it then how it will help telling them again ?

My feeling is that speed will be like this only even after six months unless and until every thing is cleared up like economy crisis , war , elections etc.

So sit tight and wait.
 
possible reasons of signing the petition

a) they know that there are vocal applicants. The more the noise - more chances that someone will hear (although I don't know if they will still do anything - since I don't think that 485 applicants form a large enough constituency. That kind of pressure can only be exerted by corporates like MS, Cisco who depend on H1s/ 485.)

b) I remember having seen one case where Rajiv's petition helped . It was to do with H4 spouses getting driving license without SSN

c) More the noise - more support to immigration lawyers. All said and done - they make money out of 485 applications. Faster the process - more applicants and more money for them

As an aside, CSC was processing 485 with alacrity in late 2001 - early 2002. At that time, economy was already into doldrums. I am not sure if they get affected by economy
