I was told by my friend that he received a RFE asking him to submit a birth certificate from India (affadavit from his parents, signed by notary), Is this the requirement? Does INS accept birth certificates issued by the Indian Embassy located in the US? Your comments please.

INS will not accept the certificates issued by Indian Embassy. You will have to submit a birth certificate. In case birth certificate is not available, a non-availability certificate with two affidavits from parent are required.
