Birth Certificate

I am having a horrible time getting my wife's Thai birth certificate. When we applied for an 129F visa we were able to use her "household/family registration" which basically states everything a birth certificate does. However, AOS is now in a different branch of government so I don't know if that will work. Has anyone used a "household/family registration" as the birth certificate?
Thanks!

Get an affidavit notorized by the your wife parents and non-avaliability of birth certificate from - both from Thailand. That will work.

Honestly, I don't anything about the "household/family registeration" certificate, but there is no point in providing USCIS documents, which they are not familiar with.

In my case, I have a Baptism Certificate, but lawyer stated that it will be treated as secondary evidence. So, I provided USCIS with the notarized affidavit from my parents + Baptism certificate. I haven't got any RFE from USCIS yet. I applied for AOS July.
