Birth Certificate - State has changed!

Need a birth certificate for my Green Card.
I was born in Ranchi in the state of Bihar in India and the city is now a part of the state of Jharkhand.
I have requested the state of Jharkhand for a birth certificate but fear that it wont mention anything about Ranchi being part of Bihar earlier.
Almost everywhere my information is recorded (passport / H1 visa / GC labour application) Bihar is mentioned.
Do I need another certificate saying Ranchi was in Bihar in my birth_year and is now a part of the state of Jharkhand? Any advise please?

----- you can make affidevit that name of state was changed after your birth, submit if asked

regarding getting the birth certificate, Is it possible to get a birth certificate from INdian consulates or embassay, based on our passport as a legal document ? I heard, (may be its not true,) that we can obtain birth certificate from Indian consultes in united states.
I also , enquired about the birth certificate in india, where i was born. the state government told me that they donot have any records of birth,and advised me that i may get it in the passport office,based on our passport.

so, pl. check it out with the indian embassy.

Birth certificates issued by Indian consulates are NOT acceptable for immigration purposes.
