I had sent an email to clarify about the my birth certificate sent with the application for B2 visa for my parents. Got a reply from chennai embassy saying BC is not required at all.

Not to sound nit picky, but there is a "Consulate" in Chennai, not an "Embassy"
Embassies are only in the capital city of the host country. Offices of foreign governments in non-capital cities of a host country are consulates.
