BIRTH Certificate not available

I will be applying for my I485 soon. I do not have my birth certificate, although I was born after 1970. So is it okay to submit an affadavit, and a letter from a government agency that they do not have my birth certificate?

you will need 2 affidavits. The affidavits have to be given by people who cannot derive benefit from you becoming a permanent resident (parents derive benefit - you as a green card holder can sponsor your parents for a green card, so theor affidavit does not hold good)

The persons given the affidavit need to clearly state their relationship to you in the affidavit. ("I xyz S/o abc and B/0 Def, witnessed the birth of my brother, Mr.Def\'s Son Def junior on DD/MON/YYYY&quot
