Birth Certificate issue

Is it necessary to give a certificate of non availability to the INS if you don\'t have a birth certificate? I was born in 1969 and my wife in 1971 and we both don\'t have birth certificates. I have read that if you are born after 1970, then a non availability certificate is not issued from the Indian govt. Then what can we give the INS in case a RFE is issued? We both gave affidavits from our parents while applying for I-485.

I was born in 75 and i dont have a birth cert either but I am trying to get one.I think its best to get the Non-availability cert...Just talk to the right people at the municipal office(obiously you need to pay some money)...you can get it.

What documents are required to be shown to the municipal officers to get a non availability cert? Also how long does it take?
I am planning to give copies of my passport, school leaving cert and parent's affidavits.
