Hello,

I am in the process of applying for my parents’ Green Card but the challenge I am running into is getting a “Birth certificate unavailable” certificate for my father who was born in Rawalpindi, Pakistan (then India). After the partition, the family moved to Bombay, India therefore there is no one we know in Rawalpindi anymore and we may not be able to get such a certificate.

Does somebody know what to do such a situation?

I think you can get a notarized affaidavit from 2 people who can say that these are the names of your parents they are son/daughter of xxxx born on this date...etc etc. And have that thing notarized. Also you can attach a marriage certificate because I think you would need that too. You can get these from your local municipal court. Their passport should also have their birth dates so make sure your affaidavit match that date.

I second that. My uncle was in a similar situation. He was born in Jhansi, India before partition and moved to Karachi in 1947. His son applied for his green card a few years back. My uncle had to get notorized affidavits from two elders who were aware of his date and place of birth.
