Birth Certificate from Consulate

Does anyone have experience using a birth certificate from the Indian Consulate instead of original birth certificate from hospital?

it is useless and not accepted by INS/BCIS.
Original birth certificate is NOT issued by hospital but by registrar of births and deaths. Any hospital birth certificate is also NOT accepted by INS/BCIS.
