Short answer. No.
The birth certificate from the consulate is useless. It just states the obvious.
It clearly mentions that the certificate is issued based on the entry in passport. No checking, validation of any kind is done prior to issuing it. So it is not acceptable for immigration purposes.
You have to get the certificate from local muncipality in your village/town/city.
