Birth Certificate for Parents

My Mom is from India and she is 63 year old. It's difficult to get her birth certificate.
what are the other alternatives?
Can her brother provide birth affidavit because he is her close relative.

Please provide your suggestions...
 
also in relation to above question...
If I go with brith affidavit route, then do I need to provide any other supporting document...
