birth certificate for counsular processing

I am having problem with my birth certificate for my counsular processing interview. My lawyer says that my BC should have my full name ie first and last name and the Mumbai muncipal office says they will only put my first name on the birth certificate. has anyone done counsular processing from bombay, what does your birth certificate have does it have your first and last name or only your first name, please reply, thanks
