Can we go to any other AOS office in the country for finger printing other than what is specified in the appointment letter?

Yes, but you are not guaranteed to be accepted if you go to a different place or time (although in most cases they will accept you if they're not crowded).
 
How do they decide where to setup your appointment?
Is it based on the address in Part 1?
If I don't live in the U.S. but will be there for a month in order to file the second REP, should I write the address of where I will be staying in the U.S. in Part 1?

Yes, it's based on the address you provided on the I-131 form. You're supposed to maintain a residential address in the US while you're overseas (even if it's a friend's or relative's house); write that address. They will set up an appointment close to that address, the biometrics notice will be delivered to that address, and the permit itself will also be delivered to that address (unless you chose the option for it to be delivered to a consulate abroad).
