Makes sense for me, now why do these kids sometimes receive a NOA telling that they need to be fingerprinted? Is it arbitrary? If they do biometrics, do they need to pay $80 for this service?

I think children need to do Biometric because the USCIS will need to have the record of their picture and fingerprints so your children would not have problem entering the U.S in the future. Plus, they need to have the children fingerprints so it can be matched with the one that is printed on the green card.
I don't know about paying for the service. Ask the USCIS.
I see from your signature that you did not go the AOS way, so you probably are not familiar with the form i-485. Its instructions clearly state that "if you are between the ages of 14 and 79, you must be fingerprinted as part of the USCIS biometric services requirement." Well, strictly speaking, this phrase does not mean that those who are under 14 or over 79 must not be fingerprinted... I am just wondering what other folks with kids did. There are mixed reports on this forum.I think children need to do Biometric

My mistake, It seems that your children don't need to do the biometric. It is possible that USCIS sent the NOA without checking that your children is under 14 years old.
