Biometric visas and travel

I have read that after October 26 this year the biometric visa requirement goes into effect.

My H-1B visa expires in 2005, and I would like to travel outside the US in November or December 2004. My current visa was issued in 2002 and is not biometric.

Will I have to obtain a biometric visa at a consulate if/when I travel after October this year, or will I be able to re-enter with my existing visa? In other words, is the biometric requirement only applicable to new visas being issued or renewed?
