Big Concern - Layedoff for 18 months - will it effect GC

I have been layed off 18 months ago and have been applying for jobs ever since. No firm offer in my profession and have exhausted all benefits. Will this effect GC? Will the INS start any deportation proceedings under the "unable to remain gainfully employed" clause?

1) Tax returns

It is very advisable to file them even with 0 income. It will cost you only a postage. Not filing tax returns can be easily considered as abandonment of permanent residency

2) 6 months leave of absense

Have all your US mail coming to some of your friends address. Consider it as your permanent address. When you come within 6 months time frame, it is burden of INS officer to prove that you abandoned your residency. I.e. don't have any documents in your luggage sugesting that you got a permanent job in India ( or any other country you entitled to reside ) or some property bought abroad. But keep everything ( inlcluding your tax return ) that points out as your ties to USA in your luggage.

My opinion: while re-entry pertmit is valid and you are entering USA on the regular 6 months basis - you should not have any problems ( without any documents in your luggage suggesting your permanent affairs in other country )

3) 18 months without the job

No, you can be unemplyed your whole life and live on yuor savings. As long as you are not drawing public funds - you are allright, they can not do anything against you.

but not, while on re-entry, INS officer may suspect that without the job you may be a potential public funds abuser. Having some of your investments would be very helpful to overcome this problem. I.e. coming to US with green card and no job and no proof of money - may be a risky move.
