Bi-Specialization by USCIS

As you may know, INS has announced that after April 1, 2006 all the I140/485s will be dealth with Nebraska and Texas service centers only. Since CSC is much behind in processing immigrant visas, do you guys think this change may help people from california getting their GC sooner.

Any experts in this area ?
 
Can you post this news from a reliable source or a web link? I have not heard about it. Mine still got processed from CSC.
