Best time and telephone number to call TSC?

Hello Everyone:
I have been trying to call TSC and enquire about my plastic card status and also to give change of address. I did CP at chennai and entered US on 31 May 01 and still no trace of the plastic card.
I have been trying to get through this number (214) 381-1423 for about three months now with no luck. I sent the Plastic Card Status Enquiry form about two months back and no reply yet.
I would be very thankful to you guys if any of you give me some tips about talking to an IIO at TSC.
Help me, please!!!

Hi,

I successfully called TSC 2 times and both the times I did that on Friday afternoon between 12.00 - 1.00 pm EST. It took me about 20 mins. to get a non-busy line. After I got through, I was on hold for 40 mins. (on both occasions) before I got a person to talk too. But this is better than not getting through at all. Be prepared to wait for longer times.
