BC in native language

My friend's birth certificate is in Hindi. He wants to translate into English. Does this needs to be done in India or he can do it here in US? What are the procedures? Where can he find format for the translation?

You can get it translated in the US. Look for (certified) translators in your city. You can find them in the yellow pages.
 
Your friend can get translation from Indian Consulate. I got for my wife from the consulate and submited to INS.:)
 
would suggest u also submit 2 affidavits from parents/closest relatives, along with the translated and original BC. BC is believed to be the second most common cause of RFE.
