What is the purpose of banning when creating a new account under different name is very easy?

I don't think we should waste the time with banning members.

Wantmygcnow, I know moderating is very time consuming, however, I don't think that banning will help in any way. You may have to delete more offending messages here and there, but banning will only intensify the insults.

it all depends how "banning" is done. If an IP address is banned, then a user can not open a new account. In fact, anything can be traced via an IP address!! Saying something offensive on this forum may easily get one into a legal trouble. Because tracking computer IP internet addresses is VERY easy.
I would encourage people to think twice before saying anything rude or misrepresented on this forum.
