Are these centers process only cases at DOL level? Or SESA level cases also?

both,

They are going to process cases from SWA and also do ur regional processing. Though
I don't think it mentions that cases currently in regional processing will be picked up by central processing offices. From what I understand, the cases currently with SWA will be processed and they will do SWA+regional.
