With the new back elimination and national processing procedure:
1) Does this mean, instead of having many SEAS's across the country, each receiving and processing LC applications (granted, some much slower than the others), all cases not opened by 12/31/04 will be forwarded to one of the BEC's? And given that it's pretty much the end of the year and they're literally boxing up the cases, we can expect no progress whatsoever for a few months?
2) If a case that was filed in, say, July 2002 and the SEAS processing date is May 2002, does this mean the case, instead of getting processing in a couple of months, will get in line with all the other cases in the BEC and probably won't processed for a year? How is that "backlog reduction"?
3) If I submit a LC application now, and the case is not opened by the end of the year, does it mean it'll be forward to one of the BEC's, not one of the NPC's, and line up at the very end of the long backlog?
4) If I wait until early next 2005 and file my LC application, does it mean it won't have to line up behind the backlog cases at the BEC and will be forwarded to one of the NPC's which will be processing only the new cases and should therefore be much faster? What address do we send the application to directly?
