That must be the time when she received her approval. They do not backdate from the day you receive your plastic card; they do it from the date you receive your approval. They can choose to backdate it to the application date if they want to.

(f) Decision. The applicant shall be notified of the decision, and if the application is denied, of the reasons for denial.
