B2 (Visitor Visa) for widow mother

Hello Everyone,

My mothers B2 (visitor) vias recently got rejected at Mumbai Consulate. On that day the respected consular rejected almost everyone's visa. In the bottom of my heart I knew that my mom's visa will be rejected. The reasons for having this kind of fear were:
1) My mother is a widow.
2) She is a house wife and her source of income is whatever we send and she does take tutions for younger kids.
3) We are 3 sisters and no brothers.
4) 2 of us are married and live in different cities. Youngest one is unmarried and makes her earnings from Fashion Designing.
5) We do not owe any property and neither my mom has any bank balance.
6) They live in a rented apartment.

Questions asked by the consulate:
1) where are you going?
California, US
2) Who lives there?
my daughter and her husband
3) What does your son-in-law do>
He is into IT
4) On what visa is your son-in-law?
L1
5) What does your husband do?
No more
6) What do you do then?
She just told " I take tutions and my younger...."
And the consulate did not wanted to hear anything else and returned the passport back.
She was suppose to tell "She takes tution and her youngest unmarried daughter is a Fashion Designer".

I have been staying in US for more than 2 years. I am on L2 and my husband is on L1. Our visa getting expired in may 2011. Before it gets expired just wanted to call my mom to stay with me and show some of the best places in US.

We are planning to reapply for her visas, but are there any chances for her to get this time. Can you please guide us on how should we move ahead.

Firstly, a correction. You will not be applying for her visa, she will be.
Secondly, it is obvious she failed to overcome 214(b). Unless there is a drastic change in her circumstances, I am afraid she will most likely be rejected on her next attempt too.

What do you suggest, should I go ahead and try it in Novemeber / Decemeber first week which is assumed to be the best tourist season?
