b2 visa and i-130 petition for alien relatives

greetings all..
here is my concern: reply if you know the fact....no guessings please.

one of my relative(is in usa) has filed petition i-130 (petition for alien relative) for his wife who is in nepal. this petition is under way.....and i heard I-130 will take almost 4-5 years.
so during this period ...can his wife apply for visit visa or student visa or no?

can an indian citizen apply for US visa in another country(US EMBASSY) rather than in india?

The wife can apply, no restriction on that. However, the rate of success may not be that great.
An Indian citizen may apply for a US visit visa at a US embassy outside India. However most US embassies/consulates will only entertain such an application if the applicant is a temporary/permanent resident of the third country.


so during this period ...can his wife apply for visit visa or student visa or no?
