B2 visa and applying for medical financial help

One of my relatives while on US visit had to go to emergency room and ran up $5k bills. He can't afford it.. The hospital has financial aid for needy. They want him to apply .. Is there any risk applying for financial medical aid on B2 to pay for medical bills. Will he have problems re-entering US

He will have been a public charge. This is grounds for exclusion. If you agreed to pay his expenses, you should do so.

Does the hospital know that he is neither a permanent nor a temporary resident of the US? I would be very surprised if he would qualify for aid once they find out he is just a visitor. Do clarify with the hospital.

He called the hospital and told them he is a foreigner i.e temporarily here.
The hospital said he can still apply because the fund is given by hospital and it doesn't discrimate between US cit and foreigners
So it ok to apply?
Will there be an USCIS issues for re-entry?
