B2 rejected for Mother in Chennai - can she reapply from the middle east ?

My mother's B2 visa was rejected in Chennai recently. She is scheduled to visit the middle east for a few months - can she re-apply for the visit visa while on a vist to another country?

Are her chances any less than going back to Chennai?

Applying at a consulate that does not serve your primary city/country of residence is always riskier.

But I wonder if the risk is any more than going back a second time to Chennai - which is again a 50/50 chance.

I wonder if the US consulate in the middle east will even allow my mother to apply since she is just visiting.
 
They will probably take her processing fee to take 10 seconds to deny her application. One strong possibility!!!

TC is 100% right. It is always better to apply in the consulate where the passport region belongs. It means only Chennai consulate.
