B2 forever?

The following Q comes up. I am an alien LPR with a GC. How long can my partner (from a European Visa Waiver Country) stay with me in the US when he applies for a B2 Visa? I know that a B2 visa is valid for 120 months and you usually are allowed to stay for 6 months which can be prolongued for another 6 months. But then, what's next? Can a foreign national with sufficient funds remain in the USA for years without actually immigrating? Marriage is no option as the USCIS doesnt recognize gay unions. I'm curious!
 
Your partner will firstly have a tough time getting a B-2 visa. Since he has a passport from one of the 27 VWP countries, requesting a B-2 visa will raise questions itself. If he is issued one, he will not be able to "live" in the US for 120 months on that, regardless of how much funds he has. He may get his first extension. He may also successfully make a short trip outside the US and get back in. However sooner or later he will get caught.

Thanks for reply. I'm just wondering whether a legal battle might be provoked on grounds of discrimination. As more and more European and even American countries are introducing a "gay Marriage" I'm curious how the US will withstand it. But that's for the future. Is is true that you have to convince the officer in charge at your POE every time of your intentions? Is there a website that shows all the tricks and know-hows of these profesionals? There must be phrases to avoid or to use; how can they refuse entry when you have a valid visa, no intentions of working in the US or living there permanently (whatever that is).
 
Firstly, good luck trying to convince Congress to allow same sex unions from an immigration perspective.
Anyone seeking admission to the US in a non-immigrant category has to state his/her intentions at the POE, and the POE officer then makes his/her mind to grant entry or not. Having a valid visa does not guarantee entry into the US. A visa only allows an applicant to approach a POE and seek admission.
 
These people are trained. Well trained (some are simply rude at times, talking about BCP officers). But they will see through you, if you lie. There are tell-signs: the tone of your voice, your body language, your eyes.

If your "partner" has true intentions, he should not need any "tips".
