b2 extension denied, how long can stay

My mom's B2 visa expired on May 23, 2003. We submitted an application to extend her B2 in April. Today, I received a letter from INS, saying that the application was denied. My mow "is no longer in a valid nonimmigrant status and is subject to the regulations that are enforced by the District Office". We may "contact the local immigration office for further information".

I would like to know
0) How do we contact local office for more information?
1) Must she leave immediately?
2) How long do we have to arrange the travel, booking air ticket, packaging...
3) Is there any way to get her more time to prepare the travel?

She should leave as soon as possible practically taking into account time for getting tickets confirmed, etc. The regulations they are talking about is arrest and deportation.
