B1 to H1

If a person comes to USA on Business (B-1) Visa, can he convert to H-1. How good are the chances of getting the conversion?

Should he necessarily go back to Home country for getting the H-1 stamped OR can he get it at Canada etc.

Also, are there any other visa types, like F-1, to obtain conversion from B-1, without leaving USA.
