A friend was issued a 10 year multiple entry Business visa valid until 2015.

At port of entry purpose was declared as business and was given a 3 month entry.

Now they have a desire to come back for a visit, can they now declare the purpose as a visitor? Would they need to get another visa?

B1/B2 visas can be use for both tourism and business. They adjudicate his stay depending on his intentions.

He does not need a new visa. All he has to say is that he is coming to "travel/tourism". And have documents supporting his statement.
