B1->F1->H1B visa stamping

Hello,
my situation:
I came to the US on a B1/B2 change of status to F1 (applied in Jan 1999, approved June 2000), completed MS, change of status to H1B. Now working with a big public company in my field of study since one year on PT and later on approved H1B.

I have not been out of status even for a day.

Do you recommend getting an H1B stamp in my home country or from Mexico/Canada?

Also, is there a big risk in getting an H1B stamp at all?

I may need to travel outside of the USA on business/vacation.

I would highly appreciate any inputs.

Thank you.

Strictly opinion

If you had maintained status, have changed from one visa to another after the mandatory wait period and have a US degree and all supporting docs, U should be able to get the h1 stamp from canada or mexico...
